Governor tells students to make country and state great

ITANAGAR, Nov 30: Governor of Arunachal Pradesh and Meghalaya V Shanmuganathan has called upon the students to make India and Arunachal great. The governor said this while addressing at the XIVth Convocation of Rajiv Gandhi University in the University Campus, Rono Hills, Doimukh on Wednesday.
Congratulating the students who were conferred with degrees, the Governor asked the students to express their gratitude to their parents, teachers and educational institute. He advised them to have quality life, high moral ethics and physical fitness.
"Be master on your subject to achieve excellence in life" the Chief Rector of RGU tells the students.
"Have a goal, have a purpose make them work, if you have a purpose and goal that is going to profit the world, don't live aimless life" the governor added citing great personalities of India who are successful as CEO of world top companies.
He further asked the students to have focus on their performance to carry out research works through innovative means to address poverty, diseases and other challenges faced by the people.
"If Arunachal students are focused, they can find solution to problem being faced by humanity" he said while asking them to have passion to contribute towards the society.
In his address, Chancellor RGU, Air Marshal (Retd.) Pranab Kumar Barbora congratulated the parents, faculty and students. He called upon the graduates to perform and help India in her progress. The Chancellor advised them to start street smart and stand out.
Earlier, in his welcome address, Vice Chancellor, Prof. Tamo Mibang gave a brief on the University. He informed that 61 major and minor research projects have been taken up by the University. It is one of the unique universities of the country where strength of the female students is more than their male counterparts, Prof Mibang informed.
Amidst the festive setting, 6338 Post Graduates and Under graduates, which includes 678 Post Graduates were conferred degrees. 16 (sixteen) candidates received their Degree of Doctor of Philosophy, 18 (eighteen) candidates received their Degree of Master of Philosophy on the occasion. 21 Ph.D, 56 M. Phil, 338 MA, 61 MA (Distance mode), 95 M.Sc, 47 M.Com, 17 MA (Mass Communication), 22 MBA, 15 MCA and 6 M. Tech degrees were conferred in the XIVth University Convocation.
In Under graduate section, 4136 BA, 890 BA (Distance Mode), 7 BA (Mass Communication), 294 B.Com, 266 B.Sc., 12 BCA, 29 LLB, 3 BA LLB and 23 BHMS were also conferred.
Minister Urban Development and Town Planning Nabam Rebia and RGU Registrar Prof. Rachob Taba were among others present on the occasion.
Meanwhile, Arvind Kumar Maurya of MCA was conferred Chancellor's Gold Medal and Abhisweta Bhatt of B.Sc in Zoology was conferred Vice Chancellor Gold Medal (with input from PRO to Governor).
Cash-crunch hits remote Mechuka
ITANAGAR, Nov 30: Cash-crunch triggered by demonetization of Rs 500 and Rs 1,000 notes is not only causing inconvenience to those living in cities and towns, but also aggravated the woes of people of remote areas like Mechuka which is already suffering due to numerous infrastructure deficiencies including petrol depot and ATM booth.
Anger among the customers reportedly intensified in Mechuka town on Tuesday as lone SBI branch of entire Sub-Division failed to dispense cash due to unavailability of new notes. Reportedly, tempers frayed as hundreds of people queued for hours outside the lone SBI branch at Mechuka for the last four days.
Even as the people are struggling to get new currency notes from the bank, another problem that everyone is facing now is reportedly non acceptance of old Rs 500 note in the markets.
"Especially during medical emergency cases the people are facing great difficulties. And the tourists visiting the picturesque town are also in problem due to cash crunch," lamented Tachang Jebing, vice president, All Mechukha Sub-Division Youth Welfare Association.
Meanwhile, AMSDYWA reiterated its earlier demand to the SBI authorities for early installation of ATM booths at Mechuka for the greater interest of public.
Dasanglu Pul administered oath of office
NAHARLAGUN, Nov 30: Dasanglu Pul, wife of former Chief Minister Late Kalikho Pul was administered the oath of office as MLA at the Nokmey Nimati hall of the Arunachal Pradesh Legislative Assembly here, on Wednesday.
Legislative Assembly Speaker, TN Thongdok administered the oath to Pul amidst presence of Deputy Speaker Alo Libang, Ministers, Parliamentary Secretaries, legislators, party functionaries, state Chief Secretary, Sakuntala D Gamlin and other senior government officers and officials.
Dasanglu Pul had won the Hayuliang Assembly by-poll held on Nov 19 last on BJP ticket by defeating Independent candidate Yompi Kri by 942 votes. She secured 5326 votes, out of total votes of 9822. The bye-election to 45-Hayuliang (ST) Assembly constituency was held consequent upon the untimely demise of Member of Legislative Assembly, late Kalikho Pul. (DIPRO)
Centre reviews housing schemes in state
ITANAGAR, Nov 30: In a high-level meeting here today, the Director of the Union Ministry of Housing for Urban Poverty Alleviation, B.M. Agrawal has reviewed the status of Pradhan Mantri Awas Yojana (PMAY)-Housing for All (HFA)(Urban), Rajiv Awas Yojana, (RAY) and Basic Service for Urban Poor (BSUP) and Integrated Housing for Slum Development Programme (IHSDP) being implemented in Arunachal Pradesh.
There are four number of RAY Project at Itanagar, Palin, Bomdila and Dirang,
three number of BSUP Project at 752 DUs Nirjuli, 144 DUs at Nirjuli and 120 DUs at July and one IHSDP project at Roing. The overall progress of the ongoing projects were discussed in the meeting. The meeting also suggested for timely completion of projects as per prescribe guidelines.
Speaking on the occasion, Taba Tedir, Chief Engineer-cum-Director [UD&H] informed the State Level Nodal Agency for PMAY has geared up for implementation the PMAY by constituting State Level Technical Cell & City Level Technical Cell and for preparation of Housing for All Plan of Action.
Joint directors Marcony Potom and Taring Darang presented the details status of PMAY-HFA (U), RAY, BSUP, and IHSDP.
The Director of the Ministry of Housing for Urban Poverty Alleviation suggested for timely completion of ongoing housing projects such as RAY, BSUP IHSDP as per sanctioned DPR. Also he advised to give due importance to Pradhan Mantri Awas Yojana for benefit of urban poor including Economically Weaker Section & Low Income Group.
Nixon Lego, Deputy Director (Urban Planner) requested the officer of the Union Housing ministry to help in getting sanction of DPRs & Project under Pradhan Mantri Awas Yojana for successful implementation of the flagship programme in Arunachal Pradesh.
The meeting was attended by Capital Complex Division, Bomdila Division and all officers and officials of Directorate of UD & Housing, GoAP.
Woman robbed in Intercity Express
ITANAGAR, Nov 30: A woman has lodged a theft complaint with Railway Police Force (RPF) at Naharlagun Railway station saying she was robbed off her belongings in the AC three tier booth of Guwahati to Naharlagun Intercity Express on the wee hours of Nov 27 last.
The lady identified as Sunita Thapa of 'O' point said that she was robbed off her handbag containing cash and other belongings and a trolley bag in her sleep between Biswanath Chariali and Harmoty. She had boarded the train from Guwahati at 9 on Nov 26th.
"When I woke up I was left with nothing, accept for my house key which was lying in the adjacent berth, the thief must have left it on purpose," she recalls. Her trolley bag had been kept under her berth while she had been holding her handbag in her sleep when the thief did away with the loot.
Claiming that otherwise she is an alert kind of person, she cannot seem to recall the time between Biswanath Chariali and Harmoti.
"I remember waking up a co-passenger who was to get down at Biswanath Chariali. And the only thing I remember after that is waking up to find I had nothing left," she said.
While she had to do away with her belongings, the TT of the train did not respond to her pleas for registering the case.
"The case was later registered after two whole hours of negotiating," she claims.
She further alleged that people, other than passengers, are allowed to move freely inside the AC booths.
"It is the very reason why many people like us are falling prey to such incidents. Why should they be allowed to even enter the booths when they don't have the tickets?," she says frustrated.
Centre to announce special package for Arunachal soon: Rijiju
Pema urges youth to be bridge between tradition and modernity
NAMSAI, Nov 30: Union Minister of State for Home Affairs, Kiren Rijiju informed that the Centre is preparing special package for Arunachal, being jointly proposed by the home ministry and rural development ministry. Rijiju was addressing the huge gathering while attending the second day of the Tai New Year festival - Poi Pee Mau Tai 2111 at Poi Pee Mau ground here on Wednesday.
All norms on population and other criteria for development of roads under schemes such as PMGSY will be relaxed, the Union Minister said adding that the Centre has planned to develop each of the border area of Arunachal.
The Union Minister further informed that the special package would be announced soon by the PM when he visits Arunachal.
Rijiju expressed delight that Poi Pee Mau Tai 2111 has gone global with the presence of Thai Embassy delegates. He observed that Khampti and Thai people has great resemblance and are culturally closely linked, which must be explored and studied. The Union Minister suggested on forming expert group to study with help from Thailand on how to work in areas of tourism, trade, commerce, religion and culture so that Arunachal and Thailand can mutually benefit.
Taking cue from Thailand, the Union Minister said that Arunachal can too develop in line of Thailand if it can cash on its tourism prospect. He informed that home ministry is making all efforts to ease travel restrictions on foreigners to Arunachal to increase tourist flow.
Attending the festival, Chief Minister Pema Khandu has appealed the youths to preserve their culture and tradition and urged them to be the bridge between tradition and modernity.
Appreciating that Poi Pee Mau Tai celebration has become a face of Arunachal with participation from various tribal communities in the festival, the Chief Minister said culture is the strength of Arunachal. Foreign tourists come to Arunachal to see our ancient culture and traditions, he said.
Stating that time has come to be self-reliant and Arunachal should not always depend on Centre for resources, the CM expressed hope that eastern part of the state has great scope for growth, as the new civilian airport in Tezu is about to come up. Also a railway network upto Parashuram Kund is on the pipeline. The CM informed that Union Railway Minister or the Minister of State for Railways would soon visit this part of the state.
Pema urged the Centre to immediately clear the proposal for a new tourist circuit i.e. Namsai - Parashuram Kund - Bhismaknagar, for which he directed the local administration to prepare a proposal as early possible. He informed that earlier funding pattern on the basis of tourist circuit has been discarded and the new concept of 'Swadesh Darshan' has been framed, as per which an area with scope for tourism will be funded.
Speaking on the tourism prospect of the region, the CM mentioned about the prospect the Glow Lake near Wakro that offers in terms of its beauty and vastness. He promised will be soon visiting the Chowkham constituency where the lake is situated.
Responding to the proposal to name Poi Pee Mau as state festival, the Chief Minister alternatively suggested the people to come up with a concept of a combined festival that represents various communities and tribes from the area, which would be then be named as state festival.
The CM also appreciated the festival committee for dedicating the festival to fight against the drugs. He informed that state government has sanctioned Rs 6 crore to start all the defunct de-addiction centres in the area. Further the Chief Minister called for more cultural exchanges between Thailand and Arunachal.
Earlier in his welcome address, Deputy Chief Minister, Chowna Mein said that "new era of tourism as well as cultural relations with Thailand has begun which would help in development of tourism in the state". He also stressed on building border trades with Myanmar, Bhutan and other neighboring countries for boosting economic development of the state.
Citing the tourism potential of Namsai and adjoining districts, Mein proposed to the Chief Minister for creation of Namsai - Kongmu Kham - Parsuramkund - Tezu - Bismaknagar - Namsai Tourist Circuit with a provision for development of required facilities.
He informed that Poi-Pee Mau Tai has now become an international festival with the participations of international cultural delegates from Thailand and with presence of other foreign audience, he requested Chief Minister to declared Poi-Pee-Mau-Tai Festival as an Annual Calendar Event of the state.
The Chief Minister also inaugurated the Hochayan (Cultural Hall) - the venue of the festival and also released a souvenir - Sasana Hom Tai (Aspiring as one Tai) published by the Tai Khampti Development Society (TKDS). Another Souvenir on Poi Pee Mau Festival published by the festival committee of Poi Pee Mau was released by the Union Minister. An audio CD on Tai music and modern songs were released by Agriculture Minister Wangki Lowang and Tourism Parliamentary Secretary Pasang D Sona.
Forest Parliamentary Secretary CT Mein, Tax & Excise Parliamentary Secretary, Zingnu Namchoom, Tourism Secretary Dr Joram Beda and other dignitaries were present.
Indigenous Faith Day greetings
ITANAGAR, Nov 30: The Governor of Arunachal Pradesh and Meghalaya V. Shanmuganathan has extended his heartiest greetings to the people of the State on the special occasion of Indigenous Faith Day. He expressed his hope that celebration of the day will inspire all to carry forward our indigenous faith system, as the people have done since times immemorial.
In his message, the Governor said that the Day, which is being observed as Donyipoloism Day, Rangfraism Day and also Intayaism Day in respect of indigenous faiths, cultures and customs in the State, reflects the unique cultural heritage of the indigenous people.
It also reinforces our distinctive culture which always has been for peace and harmony.
He expressed confidence that the occasion will give impetus to the endeavour of indigenous community for all round development of Arunachal Pradesh.
Chief Minister Pema Khandu has also greeted the people of the state on the occasion of Indigenous Faith Day to be observed across the state on Dec 1.
Khandu, in his message emphasized on the significance of the Indigenous Faith movement particularly, under the aegis of the Indigenous Faith and Cultural Society of Arunachal Pradesh that has successfully preserved and maintained the traditional customs and faiths of the indigenous tribes of the state in the age of rapid globalization.
Reiterating that 'Loss of culture is loss of identity', he asserted the necessity to preserve the distinct indigenous identities of the various tribes of the state.
"Ours is a distinct state with several tribes and communities residing side by side for ages and maintaining their own unique indigenous culture and traditions. Despite our varied diversity, we as Arunachalees are united and take pride in our indigenous cultural heritage. This cultural mosaic has to be maintained, preserved and propagated at all costs while keeping intact our unity in diversity," added the Chief Minister.
Noted scientist keen on Arunachal

NEW DELHI, Nov 30: "What is development status of Arunachal Pradesh today? How well are the peace-loving tribal people, who share happiness and sorrows at community level?" - noted scientist Dr. N N Panicker showered questions.
National Youth Project trustee H P Biswas responded to his queries at Gandhi Peace Foundation (GPF) here which left this correspondent dumfounded as to how he was so aware about Arunachal.
"We have fair knowledge about the state and its peace-loving people who live in the lap of nature while maintaining communal harmony. It is a unique state known for its rich cultural heritage and traditions. We had attended a National Youth Integration Camp at Sille, near Pasighat in 2007. I shall visit your state when I get a chance," Dr Panicker said.
The way India had challenged USA to regain patent right on turmeric and Basmati rice, before signing agreements with international patent organizations to protect intellectual rights, Dr. Panicker had obtained about 15 international patents in offshore technology. Turmeric has been used in India since Vedic era while Basmati rice was a product of scientific cultivation.
Though born in Kerala's Mankomp village, he had earned merit scholarships and fellowships all through to complete his education from Kerala & Calcutta Universities & Bombay IIT, cracked his PhD (ocean engineering) in 1971 from California University, Berkeley and served in the USA during 1968-89.
After conducting in-depth research on ocean & water technology he contributed to advancement of knowledge in various aspects of water technology, like energy from ocean waves, ocean wave directional spectra, computer simulation for wave gage arrays, deep-sea moorings, deep-water production riser, flow-induced vibrations, sediment movement on seabed, modern methods of beach protection, salinity intrusion in estuaries, dams those were no more and water universe.
Besides submitting numerous papers, he had suggested strategies for India's overall S&T development focussed on ocean in 1986 at ICOE in Bombay IIT and partnered for progress of poor villagers in 1999 at National Science Summit in Bangalore, presented a 'new model for creativity' during 1st European Conference on 'Creativity and Innovation' held in Hague in 1987.
He presented new model on 'Creativity in S&T Development' at Ramanujan Symposium on 'Science and Third World' at Boston, 1987. The universal, three-parameter representation of creativity emerged out of his experience in innovation and insight in science & spirituality. It led to development of tools in Dallas to assess and enhance creativity whose possible application in education was discussed at 33rd EFFE Colloquium in Witten, Germany in 2009.
Dr. Panicker, who in his childhood had joined Vinobaji's Bhoodan padayatra in 1957, founded Nattukuttam Mankomp in 1989 for comprehensive development of the masses for self-reliance and Tirurpuzha Sahajivanam in 2011 for river rejuvenation through community initiatives. He worked for progressive evolution of humanity through Sarvodaya movement and contemporary movements with the youth on land, water, agriculture, energy, health, technological innovations and model for communities besides on universal language, music, drama and NYP camping.
The scientist after returning to back to India has been working on comprehensive management model, 'Sahajivan Swaraj' (Co-living self-management), evolved out of his thought and field experiments for sustainable progress of various aspects of human development. It aims at self-reliance and self-rule through modern technology, complementary living in harmony with all including nature (Sarvodaya), develops synergy (Susaha) at all levels, including social organization.
Almost stepped in the history book

In the early part of 2009, All Arunachal Pradesh Students Union (AAPSU) led by president Takam Tatung stunned his contemporaries by shedding the union's aggressive attitude to confront the Chakma-Hajong Refugees (CHR) issue that was re-ignited by the M'pen conflict in Changlang district.
On the backdrop of M'pen crisis, Tatung constituted a 'fact-finding' team called Chakma-Hajong Refugee Issue Committee (CHRIC) and handed the chairmanship to one Tobom Dai who was than the spokesperson of the union.
Choosing Dai as a chairman proved to be a boon for the newfangled initiatory. Dai who was a down to earth lad took an audacious step by opting the path less travelled.
Accompanied by his colleagues and close journalist friends Dai did something unbelievable, an unconventional step back then, he invited the CHR leaderships of Govt allotted blocks to participate in all the interactive sessions that the committee was planning along with the tour.
At first, the CHR leaderships treated the invitation suspiciously but later they obliged. Through words of mouth, the leadership became aware that it was a genuine effort to obliterate the existing hostility between the traditional rivals.
As per the grapevine, to dismantle the peace initiative, the higher echelon of CHR leadership passed a decree barring the grassroots leaders of govt alloted blocks from ambling on the path paved by CHRIC. Thankfully, the grass root leaders preferred otherwise.
The elated committee stepped in Kokilla (Papumpare dist) first and Dai would later define the first contact as remarkable. The grassroots leadership of the Govt allotted block shedding their inhibitions shared their grievances with the committee that assured to reflect their rancour at the higher level.
Of course, initially, the CHR attendance was not high but the participation of the few was enough to indicate the changes they too were wishing and willing for. Post-Kokilla, the participation of CHR in Diyun, Bordumsa, Miao, Chongkham, Khatan was beyond expectation.
True to his words, Dai extended equal time and platform to CHR to unveil their trauma and turmoil. By extending equal platform Dai indicated the significance of CHR in the peace process that was being attempted for the first time. Indeed, it was a massive move on Dai's part, if backfired, the backlash from his own camp would have been tremendous.
Along the way, CHRIC encountered a minor glitch in Changlang district as both the local communities (Tangsa and Singpho) was at loggerhead on the issue. Temporarily, Dai glued both the part but once the programme ended the patch also broke off. Except this one glitch rest of the tour of Govt allotted blocks was exemplary. It was for the first and the only time that AAPSU was greeted cordially by their conventional rival.
As the committee progressed deeper, they were shocked of the veracity that the status of govt allotted blocks was not that rosy as there were reports of internal rift between the original CHR settlers and the newcomers who allegedly were the root of all the chaos.
Due to provocative activities (petty crimes, encroaching reserve forest and indigenous community land) carried out by the new comers, along with the local communities, the original settlers were equally perturbed. Their illegal acts has ultimately jeopardised the peaceful ambience and clouded the future of harmonious co-existence. Such shocking revelation was never made before.
Dai took the facts of the field to a broader platform by conducting a state level intellectuals meet at state capital, Itanagar where it was discussed and dissected thoroughly. Participated by social, political and literary giants of the state, the intellectual meet repeated the success of the tour.
The only drawback was the absence of CHR representatives. Despite being invited they kept away from the programme that would have allowed them to disclose their resentment at state level for the first time.
Dai's approach gave birth to new expectations to find new ways and heal the old wounds. The ambience was engulfed with renewed trust and the efforts to rebuild the broken bridges were expected with new optimism. In just six months, Dai and his team achieved what the sceptic predicted as 'impossible'.
Unfortunately, the euphoria didn't last long as the most successful endeavour became the victim of myopic vision. Due to some internal conflict and rivalry within the union the pioneering process collapsed midway.
Amidst the hullabaloo, Dai completed his task by submitting a 15-page report to the then chief minister late Dorjee Khandu strongly recommending to take the dialogue route along with the constitution of separate CHR department under home ministry and identification of the original settlers.
In response the state government ordered to carry out census of CHR settled in various pocket of the three districts. The recommendation also saw the ministry of home affairs (GoI) constituting a high level committee under the chairmanship of the then joint secretary Home (North East in-charge) Sambu Singh along with all the stakeholders including members from state government, AAPSU and CHR.
It is a tragedy that instead of helping to rewrite history the shortsighted few thwarted the opportunity of finding permanent solution to the oldest predicament of the state. Notwithstanding, a trail has been blazed so the coming generation working on the vexed issue can have a fairer view in reaching a tangible solution. (The writer can be reached at simaitom@gmail.com )
Papum Pare DC calls for proper implementation of govt schemes
ITANAGAR, Nov 30: Papum Pare district Deputy Commissioner Cum Member Secretary of District Development Co-ordination and Monitoring Committee (DDCMC) Tai Kaye called upon the all executing agencies for proper implementation of all Govt schemes and to refrain from duplicity in selection of beneficiaries of various Govt schemes. The benefit of schemes must reach to targeted group, he said. The DC was addressing at the 1st DDCMC known as 'DISHA' meeting for the financial year 2015-16 at the Conference Hall of Zilla Parishad Chairperson (ZPC) office, Yupia on Wednesday.
Expressing dismal condition of health facility in the district, DMO Papum Pare Dr. Tasso Kampu stressed on improving the health scenario of the district and sought the co-operation of the administration and Panchayat leaders.
Informing the house on power supply status of Yupia township Er. Ajay Murtem said that one 500KV generator set is required to meet up the power need of the area.
Meanwhile, ZPM Kimin, Tai Tayu lamented that despite repeated request to provide details of agenda prior to such meetings to all concerned Panchayat members, none of the executive agencies paid heed to the request. He said prior information make it easier for Panchayat leaders to participate in the discussion in in a meaningful way.
During the meeting all the executing agencies including departments like DRDA, RWD, PWD, ICDS, UD, PHED, Power, Health, Agriculture, Horticulture, PHED presented reports on their physical and financial achievement through power point presentation.
Among others present on the occasion were ZPC Nabam Aka, PD DRDA Toko Babu, all Heads of Departments, all ZPMs, Anchal Samiti Chairpersons of the district. DIPRO
Over 900 people benefited from free health camp

YAZALI, Nov 30: In all, 935 people of Yazali area benefited from a day-long free health camp jointly organized by the Baath Heli Memorial Society, Yazali (BHMS) and RK Mission Hospital, Itanagar at Baath Heli Memorial Academy, Yazali here on Wednesday.
During the camp a team of doctors conducted HIV, hepatitis, VDRL tests wherein 5 case of positive Hepatitis-B have been detected. Hearing impaired patients have been provided free deaf aid kits while, 20 cataract and ENT patients who needed surgery have been referred to RKM Hospital for free treatment.
The daylong health camp was supervised by Swami Mangalatmananda of RK Mission Hospital and Baath Heli Memorial Society Secretary, Baath Vicky.
ADC Yachuli, AC Baruah also visited the camp at Yazali and interacted with the patients and suggested BTMS and Swamiji for conducting similar programme from time to time for the benefit of rural people.
Earlier, Yazali CO, Likha Radh lauded RKMH authority and BHMS for rendering yeomen service to poor and elderly people of the circle as they could not go outside for their health check up. He further suggested people to get maximum benefits from the camp.
The team of doctors who participated in the camp comprised of, ENT, Dr. Hano Ramesh, Dr. RK Thongchi, Gynecologist, Dr. Binpi Karlo and Pediatrician, Dr. Tasso Byai from RKMS.
Further, a team of medical staffs from CHC Yazali led by MO, Dr. Nani Onya also organized an awareness campaign coinciding with world vasectomy fortnight at the camp.
Chinmoy Dutta wins 1st position in state level National Children Science Congress
ITANAGAR, Nov 30: Chinmoy Dutta of Chow Nanda Memorial School, Chongkham, Namsai won the 1st position in the two days State level 24th National Children Science Congress 2016 which concluded here on Wednesday.

DA clarifies its stand, terms 12 hours Chakka bandh unnecessary

PASIGHAT, Nov 30: While reacting to the 12-hours Chakka Bandh called along Pasighat-Pangin road by people of Rengging Village on Monday last, demanding revocation of DC's Nov 17 order, the district administration, on Tuesday clarified that the protesters were unnecessarily dragging the administration into the issue as the said order was already suspended by the High Court on Nov 25 last.
EAC and in-charge, Deputy Commissioner, Pasighat, Bani Lego said that the order passed by his office on dated Nov 17 last, was not to stop the ongoing work of highway constructing agency, it was a temporary order stopping carriage of quarries from a particular disputed area which was to be decided in a Kebang through Circle Officer (Kebang). 'On receipt of Chief Secretary's clarification message over the letter of the Rengging villagers, I had made it clear that the order was only to give a permanent solution of the claims and counter claims over the said areas. However, High Court had suspended our November 17 and 18 last order, in a judgement passed on Nov 25, a copy of which was also served to the DC office by an office bearer of Rengging village on Nov 27. In view of this, the 12 hours Chakka bandh on Nov 28 demanding recalling of DC's order was meaningless and it was simply an attempt to deride us', resented DC in-charge, Bani Lego.
The district administration would never do anything that would hamper development. Our effort was only to resolve the case by calling a local Kebang through CO (Kebang) as there was cross-complaint against that particular quarry site, he stated.
Spices Board of India imparts training on cardamom production

PASIGHAT, Nov 30: In an effort to do away with opium menace in the villages and areas under Mariyang Sub-Division in Upper Siang district, the Mariyang Area Intellectual Forum (MAIF) and Spices Board of India's field office, Pasighat jointly organized a day-long training programme on advance production technology and disease management of large cardamom for farmers at ADC office, Mariyang here on Monday last. The programme was aimed at equipping the progressive farmers with modern technologies to produce more organic spices which are economically more beneficial cash crop than others so that opium cultivation in the region could be replaced with it permanently. Around 50 farmers from Damro, Dalbing, Sikko, Adi-Pasi and Mariyang villages took part in the training.
Mariyang ADC, Ranpok Perme lauded the Board's initiatives for development and promotion of spices production and highlighted the marketing prospect of organic spices and state's potential to emerge as a front runner in both domestic and international markets. He further urged the farmers to adopt scientific cultivation techniques, post harvest management practices and value addition technology.
MAIF President, Toning Pertin and Vice President Nong Dai also spoke on the occasion.
Spices Board of India's Field Officer, Rajamanickam R appealed to the farmers to adopt scientific way of cultivation for better yield and emphasized the need for formation of Spices Producer Societies.
DC Convenes Meeting with ICDS, DRDA to Assess Progress of Works
AALO, Nov 30: Simultaneous meetings with ICDS and DRDA department was convened under the Chairmanship of West Siang DC Gamli Padu to assess progress of works under social welfare sector and to review all CSS schemes like IAY, PMAY, MNREGA, IWMP, CSR, ONGC under DRDA at DC's Conference Hall on Wednesday.
While interacting with the ICDS and DRDA Officers, the DC insisted on opening of bank accounts for all beneficiaries under Pradhan Mantri Jan Dhan Yojna saying, "Since we are heading for a cashless society under the new policy of the government money should go into the accounts of the beneficiaries."
"Social Welfare Department is entrusted to look into the poor and destitute section of the society and department must ensure that govt. benefits go to them and the department should make all out effort to reach out to them," he said.
While touching details on the functioning of all BDOs block wise, the DC further asked all BDOs to stay in their places of posting and complete opening of account by Dec 31st to avoid transaction complicacies in future.
Also speaking, PD DRDA J T Obe spelt out detailed activities taken up by DRDA in assistance with PRIs and BDOs.
CDPOs and BDOs also highlighted their activities, physical and financial achievements, infrastructural progress and other fund constrains to carry out their tasks. (DIPRO)
APIC winter vacation
ITANAGAR, Nov 30: The Court of Arunachal Pradesh Information Commission will remain closed with effect from December 26, 2016 to January 9, 2017 on account of winter vacation. As such, there will be no hearing of RTI cases during vacation. However, the Commission will take emergency cases concerning life and liberty of any person. The office of the Commission will remain open during the said period, according to an APIC release.

Mass cleanliness drive conducted

DAPORIJO, Nov 30: A mass cleanliness drive was conducted as part of the Swacch Bharat Abhiyan by Kojum Welfare Society at the premises of police station, here on Wednesday.
During the social service, the volunteers who comprised of senior citizens, PRI leaders, officers and youths cleaned the drainage and garbage in the premises.
Further, the society donated notice board and furniture to the police station amidst the presence of Superintendent of Police, Taru Gusar.
DSP, OC and other officers also took part in the drive.
Coordination meeting held
ITANAGAR, Nov 30: A co-ordination meeting of HoDs and Executive Engineers of East Kameng district was convened on Wednesday in the DC's chamber.
Deputy Commissioner asked all the works departments to submit their detailed reports on works being taken up by the department by Dec 2.
Also speaking, the DMO informing that the upgradation work of District Hospital, Seppa is under progress requested the WRD department to monitor/supervise the works.
DDSE, Seppa informed that while no major projects under the Education department, under RMSA, c/o 3 Girls' Hostel buildings one each at Chayangtajo, Bameng and Pakke-Kessang are in progress under the supervision and monitoring of State Level Engineering Wing of Education deptt.
'Under SSA, for uniform to students fund has been transferred to concerned SMC. Under SSA, there are 16 Residential Schools, 4 KGBV, 121 Primary Schools & 42 Middle Schools. The enrolment of Aadhaar and opening of bank account of students is the present issue,' informed the DDSE.
Also speaking, EE, Power informed that there is huge amount of revenue pending against various Govt, departments and requested the HoDs to pay the outstanding bills by March 2017. The Deputy Commissioner also directed the HoDs to clear the pending electricity bill at the earliest. Constitute Lokayukta: AACWA
ITANAGAR, Nov 30: The All Arunachal Contractor's Welfare Association (AACWA) urged PPA-BJP NEDA govt. for immediate constitution of full-fledged Lokayukta in the state.
Saying that Lokayuktas have been formed in other states, it questioned why it is still to be constituted in the state while claiming that its constitution was approved during the regime of Nabam Tuki led Congress government.
Further claiming that the fund from the centre is just going to a limited section of society depriving others, it urged the state government to utilize the funds on social sectors.
KKDNHDC's memo to DC
ITANAGAR, Nov 30: The Kurung Kumey District National Highway Development Committee has called for immediate payment of land compensation as per government rate to the TAH land affected people in the district.
In its memorandum to the Kurung Kumey DC, its other demands include immediate construction of road in the district, renovation of town roads, road connectivity in villages and re-carpeting of 5kms Pagba to Dilung PWD road.

Union questions Govt over Baba Ramdev's project
ITANAGAR, Nov 30: Claiming that the state government has donated 21000 bhigas land to Yoga Guru Baba Ram Dev for establishing his commercial Patanjali Botanical Garden recently in Seijosa whereas on other hand it is not issuing Land Possession Certificate (LPC) to local people of Dissing Passo circle in East Kameng district, All Arunachal Pradesh Anti-Corruption Students Union (AAPACSU) has questioned the state government's discriminating attitude to its own people.
In a letter addressed to the Chief Minister the union claimed that inhabitants of Seijosa and Dissing Passo area in East Kameng district are seeking for LPC to be issued to them which according to them is genuine. It questioned that if Baba Ramdev can be given land for establishing his commercial botanical garden, why cannot own people be given LPC?

Resolve the differences
It looks like once again another session of parliament will be washed out. The proceedings of both the houses of parliament have been repeatedly disrupted over the demonetisation issue leading to adjournments after adjournment. Since the start of winter session, the parliament has been witnessing uproars from the opposition parties. The continuous deadlock between opposition and government has paralyzed the functioning of parliament. Because of it many important bills are getting stuck.
There seems to be complete lack of trust between opposition and government. The government led by Finance Minister Arun Jaitely has repeatedly claimed that they are ready for a discussion on demonitisation issue. However the opposition led by Congress demanded a discussion followed by voting. Parliamentary Affairs Minister Ananth Kumar said the government wants a discussion on the issue without voting and send a message that the House is united to fight against black money. The government and opposition also differed on the issue of discussing Nagrota terror attack. If the differences are not resolved at the earliest, the whole winter session is expected to be completely washed out. This will not be in the interest of anyone. Usually it is the ruling government which takes the first step to end the dispute by offering olive branch to the opposition. The NDA government will have to show magnanimity and try to sort out the differences with the opposition to allow house to function. The time is running out fast. The government need to act fast to save the winter session of parliament from being washed out.

Woes of contractual TGT and PGT
Dear Editor,
Through the column of your esteemed daily, I would like to draw the attention of education department particularly that of minister education towards the difficulties faced by PGT and TGT contractual employee appointed under the advertisement no. ED/DSE/260/APT/2015 dated 27 Oct. 2015. Initially we were appointed for a period of 3 months from December 2015 to 31st March 2016.
After the gap of two month again our contractual service period was extended for another six months from 1st June 2016 to 30th November 2016. Because of such short period extension we cannot concentrate on our duty as we have to visit the DSE office to enquire about the further extension order. We lose precious time in to and fro journey to Itanagar and ultimate sufferers are the student community. Also we are mentally disturbed as we don’t know whether our service will be further extended or not? Now the November month is going to end but still we are clueless regarding our extension which is very unfortunate.
Thus, I on behalf of contractual employee request the higher authority of education department to kindly look into the matter and find out a permanent solution in this regard.

Repair the road leading to RGU
Dear Editor,
Through your esteemed daily I would like to convey my displeasure to the authority concern. A news item under the headline “Govt. earmarks funds for roads leading to RGU’’ appeared in your esteemed daily on 23rd August 2016. As per the news the government had assured to renovate the road from Bage Tinali to Rajiv Gandhi University by announcing Rs 6.5 crore for it. The government also assured for immediate start of restoration work but still there is no any improvement in the road leading to RGU.
The condition of said road is same as before even though government promised to repair it after RGU students protested over the poor condition of road. Therefore, I humbly request to the concern authority to take immediate steps to restore the road leading to the lone premier institution of the state.

Through the column of your esteemed daily I would like to draw the kind attention of concern authorities and put our utmost dissatisfaction regarding the steno speed test recently conducted by APPSC. As we know, steno is a subject which solely relies upon the one's pronunciation, so the person dictating sentence should posses the quality to read out loud and clear every single word he/she is stating. But to our utter dismay we were provided with a person whose voice and words were not clear at all.
Moreover stenography is a tough subject which takes lot of hard work and patience
